The position is assigned in the Pacific Country Office (PCO) within the Pacific Department (PARD). PCOs support PARD in managing its relationships with clients; in planning, processing, and implementing ADB’s projects and programs; and in building capacities and sharing knowledge in Nauru.

Job Purpose

The Senior Country Officer (SCO) will be responsible for client relationships through the PCO in Nauru, office administration, coordination, and consultation initiatives with external partners, and relevant departments in ADB. Monitors and reports on political and social developments and maintaining databases on economic and financial statistics. He/she will provide in-depth technical expertise in financial, budgetary, and administrative functions of the country office and assist in formulating country strategy, preparation of country operations business plan, managing regional cooperation initiatives, processing and administering loans and technical assistance (TA) projects. The SCO reports to Designated International Staff.


  • Plays a key role in formulating the country partnership strategy and country operations business plans, and preparing and updating economic, sector, and thematic assessments.
  • Represents ADB in strategic policy dialogue with Government on macro-economic development and public sector management; takes responsibility for client relationships and reports on the validity of the strategy over time.
  • Facilitates discussions with the government, the private sector, civil society, and other key stakeholders relating to solutions to problems (with prior consultations with various operating and support teams in ADB).
  • Contributes new or innovative approaches to policy and operational issues.
  • Assists in supervising and reviewing the work of consultants and contractual staff in the country and ensures quality of their work outputs.
  • Supports work on the evaluation of the strategy and individual operations.
  • Reviews and analyzes socio-economic developments including macroeconomic performance and economic policy reform issues and maintains databases on economic and financial statistics.
  • Assists in processing loans and TAs in all sectors, including cofinancing, by facilitating field-level coordination and providing inputs to ensure that project design reflects local perspectives properly.
  • Provides logistical support to ADB missions and project consultant visits.
  • Monitors the quality of loans and TAs and coordinates with headquarters to undertake corrective actions as necessary to maintain quality. Supports in organizing country portfolio review meetings.
  • Facilitates effective coordination and cooperation with other ADB departments and internal stakeholders. Ensures record keeping and sound control mechanisms at all times.
  • Provides relevant and current information on economic and political issues and policy changes, undertakes analysis and engages in policy dialogue with the government, and regularly reports to regional office and HQ on economic development and critical national events.
  • Takes responsibility for preparing the country performance assessment.
  • Supports various activities under ADB-supported sub-regional economic cooperation programs and other regional activities as planned.
  • Maintains personnel and confidential records. Arranges and processes recruitment of local staff, plans/evaluates job allocation and job rotation, and engages contracted services as needed.
  • Develops and implements in-country training program, advising and assisting HQ staff.
  • Supervises the performance of PCO senior operations assistant and contractual staff by providing clear direction and regular monitoring and feedback on performance.
  • Performs other duties that may be assigned as reflected in the incumbent’s workplan or required by the office.


Relevant Experience & Requirements

  • Master’s degree in economics, finance, engineering or related fields; or Bachelor’s degree in economics, finance, engineering or related fields, combined with at least 5 years of relevant work experience.
  • At least 10 years of relevant and significant experience liaising with government, and supporting project processing and administration in different sectors
  • Excellent written and verbal communication skills in English is required

    General Considerations

    The selected candidate is appointed for an initial term of 3 years.

    This vacancy is a regional staff position with local remuneration package. It is open to nationals and permanent residents of ADB member countries in the Pacific region: Cook Islands, Federated States of Micronesia, Fiji Islands, Kiribati, Nauru, Papua New Guinea, Republic of the Marshall Islands, Palau, Samoa, Solomon Islands, Timor Leste, Tonga, Tuvalu and Vanuatu. Nationals of Australia and New Zealand are also eligible to apply. As the position is assigned in Nauru, preference will be given to nationals and permanent residents of Nauru.
