This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

Overview

The position is assigned in the Digital Innovation and Architecture Division (ITIA) within the Information Technology Department (ITD). ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.

ITIA is responsible for ADB’s i) digital strategy and enterprise architecture, ii) innovation using emerging technologies and new digital business models, and iii) strategic adoption and change management for digital initiatives.

Job Purpose

The role is accountable for coordinating a tri-modal architecture program: tactical, modernization, and transformational. It is a practical role, rather than a theory-based or framework-based role, and will work across a range of business areas as well as with numerous technology stakeholders. The incumbent will coordinate architectural review processes and supervise architectural proof of concepts for all ADB technology projects, including emerging digital technologies.

The incumbent will report to Director, Digital Innovation and Architecture Division and will supervise national and administrative staff.

Responsibilities

  • Streamlining architecture policies, procedures and governance to ensure operating efficiency alignment and/or compliance with industry standards, frameworks and guidelines.

  • Serving as secretariat for the Architecture Review Team and enterprise architecture governance bodies, ensuring that proper artifacts are prepared and managed.

  • Working as an architectural liaison with other departments, external parties and ITD divisions to establish mutually acceptable contracts and service-level agreements while ensuring ongoing quality, integrity and compliance of such services and products.

  • Ensuring that architecture is factored into the evaluation, design, selection, installation, configuration and management of hardware, applications and software.

  • Coordinating project architectural reviews and communicating those to stakeholders, including ITD divisions.

  • Architecting emerging digital technologies for innovation testing and developing emerging digital technology integration frameworks for organizational pilots.

  • Analyzing IT implications and recommending necessary actions to align with changes in ADB’s policy, strategy, and operational rules.

  • Overseeing strategic vendor engagements for the ITD’s architectural adherence.

  • Reviewing new projects and major enhancement requests, considering impact on, and fit with, ADB’s technology architecture.

  • Gathering IT requirements and contributing to the development of business cases for selected proposed projects.

  • Interfacing with ITD leadership to understand department-wide architectural needs.

  • Develop proofs of concept and proofs of value for emerging technology initiatives as part of ADB’s Digital Innovation Sandbox Program, including conducting design thinking workshops to scope POCs and POVs.

Qualifications

Relevant Experience & Requirements

  • Master’s degree in Information Technology, Computer Science, Engineering, or related fields; or University degree in Information Technology, Computer Science, Engineering. Alternatively, university degree in related fields combined with additional relevant professional experience can be considered
  • Minimum 10 years relevant experience with minimum of 3 years relevant professional experience in software development and minimum of 3 years relevant professional experience in infrastructure management
  • Proven ability to develop digital architectures that align with an organization’s business strategy, plans, and operations
  • Experience with participating in technology implementation projects
  • Excellent interpersonal, client relationship and team management skills
  • Excellent written and verbal communication skills in English is required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
