The position is assigned within Office of the General Counsel (OGC). OGC is responsible in protecting the legal interests of ADB and advises on methods to limit ADB’s risk exposure appropriately. It prepares or reviews documents which create, define, modify or limit the legal rights or obligations of ADB, including loan contracts, agreements and registration statements in relation thereto, and other contractual documents.

Job Purpose

The Senior Legal Officer will provide legal, technical and analytical support for the Office of General Counsel’s (OGC) operational work, with particular emphasis on OGC’s Law and Policy Reform (LPR) Program, by performing specific responsibilities that require legal, analytical, strategic and professional experience in project and technical assistance (TA) processing, administration and implementation and portfolio management. The incumbent will report to the to the relevant Assistant General Counsel and/or designated International Staff for LPR and will supervise administrative staff.

Responsibilities

Implementation of LPR Program

· Provide legal analytical and research and writing support to the LPR team and counsels.

· Support the processing, administration and implementation of LPR TAs, including the preparation, research, writing and/or review of TA concept papers, TA papers and TA completion reports, as well as related TA change memos. Also contribute to the quality assurance of these LPR documents.

· Provide advice on TA processing and administration guidelines to the LPR team, counsels and consultants.

· Participate in consultation, review and implementation missions and identify issues for discussions and prepare back-to-office reports, as necessary. Also, as necessary, lead relevant missions as requested by designated International Staff of LPR.

· Support the coordination and collaboration across ADB department and offices in various LPR interventions, including in the preparation of LPR support plans and presentations and seminars, as necessary.

· Contribute to the programming of the LPR Program, including inputs to OGC’s work program and budget framework in relation to LPR TAs and preparation of annual work plans of the LPR Program.

· Contribute to the monitoring and reporting of the LPR Program, including preparation and presentation of progress reports to OGC management and reviewing performance of LPR TAs and flagging any issues to designated International Staff of LPR.

· Contribute to the preparation or updating of various LPR documents, such as the LPR manual, LPR promotional materials and other documents as may be requested by designated International Staff of LPR.

Knowledge Services

· As applicable, lead or contribute to the production of knowledge products and design and delivery of capacity building programs and other LPR Program knowledge activities.

· Support the LPR team and counsels in developing and/or producing knowledge products.

· Participate in the delivery of trainings and seminars to counsels and other ADB staff.

· Contribute to the promotion of the LPR Program through various platforms and participation at relevant forums.

· Liaise with development partners, regional institutions and other external stakeholders on various LPR initiatives.

Supervisory Functions

· Guide and mentor concerned administrative staff on processing, administration and implementation of LPR TAs and procurement and consultant recruitment guidelines, procedural issues and updates.

Direct and supervise the OGC Secretariat for various conferences and workshops.

Qualifications

Relevant Experience & Requirements

  • Master’s degree, preferably in international legal studies and with strong academic performance, and admission as a lawyer in one or more of ADB’s member countries. Alternatively, university degree in law combined with specialized professional experience in similar organization(s) may be considered in lieu of a Master’s degree.
  • Minimum of 8 years of relevant legal experience with experience in law and policy reform or rule of law projects, preferably with international organizations or rule of law programs or institutions.
  • Possess excellent legal analytical, research and writing, presentation, communication, interpersonal, coordination and organizational skills, along with ability to interface effectively with internal and external parties such as government officials, judges, development partners and other stakeholders.
  • Possess excellent judgement and high degree of initiative and resourcefulness to be able to contribute to effective and efficient implementation of OGC’s LPR Program.
  • Able to manage time to handle heavy workloads involving multiple projects and work independently when necessary. Also able to undertake mission travel without supervision.
  • Able to work in multi-cultural and multi-skilled teams.
  • Able to inspire trust and confidence and promote a strong culture of honesty, trust and openness.
  • Excellent written and verbal communication skills in English is required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
