In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.
This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants . If the successful candidate is an ADB staff member holding a regular appointment, his/her regular appointment will be converted to a special fixed-term appointment. A special fixed-term appointment will automatically and without prior notice expire at the end of the term.

The position is assigned in the Rural Development and Food Security (Agriculture) Thematic Group within the Thematic Advisory Service Cluster (SDTC-AR) of the Sustainable Development and Climate Change Department (SDCC). SDCC is the focal point of sector and thematic work in ADB, hosting the secretariats of 7 sector groups (Education, Energy, Finance, Health, Transport, Urban, and Water) and 6 thematic groups (Climate Change and Disaster Risk Management, Environment, Gender Equity, Governance, Rural Development and Food Security, and Social Development). The Rural Development and Food Security (Agriculture) Thematic Group implements the Operational Plan for Operational Priority 5: Promoting rural development and food security under Strategy 2030 in coordination with operations and relevant offices and departments.

The Senior Natural Resources and Agriculture Specialist (Agribusiness) will support scaling up of private sector operations in the agribusiness sector by providing technical, operational, and market expertise to assist (i) the Private Sector Operations Department (PSOD) and Office of Risk Management (ORM) in identifying, screening, undertaking due diligence including risk assessment, and processing of direct debt financing and equity investments and technical assistance programs in the agribusiness sector and (ii) Regional Departments in identifying and addressing policy, regulatory, and institutional issues that need to be addressed to improve the enabling environment for increased private sector investments in the agribusiness sector, including in state-owned enterprises (SOE).
The incumbent will report to the Chief of Rural Development and Food Security (Agriculture) Thematic Group.
Assist through technical, operational, and market expertise in pipeline development, identification, development, and processing of transactions in the agribusiness sector to be considered for ADB private sector investment, including due consideration for development impact and robust financial profile
Undertake technical, operational, and market due diligence on selected private sector investments in the agribusiness sector
Act as an independent technical, operational, and market expert and advise PSOD and ORM on the key transaction risks and the risk management structure
Advise PSOD and ORM on technical, operational, and market aspects of borrowers and investee companies including an assessment of the company’s products and technologies, market and competition, production facilities, supply chain arrangements, management, management systems, etc.
Act as project team leader for technical assistance to borrowers, investee companies, and smallholder farmers and other value chain stakeholders: draft terms of references and budgets, participate in consultant selection, and manage implementation
Potentially act as project team leader for investment transactions, under the supervision of PSOD
Contribute to the enabling environment for increased private sector investments through support in policy dialogue, consultation with stakeholders, and designing projects and technical assistance in the agribusiness sector, including preparing SOEs for commercial financing
Identify policy bottlenecks and potential synergies between sovereign and nonsovereign operations of ADB in the agribusiness sector
Identify or design specific events aimed at raising ADB profile or working with local stakeholders to improve policy environment and raise more business
Coordinate with other experts of development institutions and partners in the agribusiness sector
Relevant Experience & Requirements
Master’s degree in food and agriculture sciences, engineering, business administration, economics or related fields or University degree combined with specialized experience in similar organizations may be considered in lieu of a Master’s degree.
At least 10 years of relevant professional experience in agribusiness companies in technical, operational, or market and strategy roles ideally in Asia. Additional experience in corporate lending, investment banking, private equity, or consulting in the agribusiness sector would be considered
Excellent technical, operational, and market expertise in several segments of the food and agribusiness value chain (agricultural inputs, farming, trading, food processing, logistics and distribution)
Extensive knowledge and experience in developing private sector projects in the agribusiness sector
International experience working in several developing countries
Excellent written and verbal communication skills in English is required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
